One-line frame: Political theory is the conversation humanity has been having for 2,500 years about a single question, "What is the legitimate organization of power?" The Indian Constitution is one of the most ambitious recent answers: a synthesis of liberal individualism, socialist equality, Gandhian self-rule, and Ambedkarite constitutional morality, stitched together in one document.
Why this note exists: UPSC almost never asks a question titled "political theory", but every question on the Preamble, DPSP, Basic Structure, secularism, federalism, Fundamental Rights, or constitutional morality is a question about which political theory won the argument, and why.
1. What Is Political Theory?
Political theory is the systematic reasoning about:
Power, who holds it, how it is acquired, how it is justified, how it is constrained
The State, its origin, nature, purpose, limits
Justice, what each person is owed, by whom, on what principle
Liberty & Equality, what they mean, and how they trade off
Community & Identity, the self as individual, as citizen, as member of a group
Democracy, rule by whom, through what institutions, with what safeguards

Leo Strauss: "Political philosophy is the attempt to replace opinion about the nature of political things with knowledge of it."
Theory vs. ideology vs. philosophy:
Political philosophy: abstract reasoning about ideal arrangements (what should be)
Political theory: systematic accounts of political phenomena (what is and should be)
Political ideology: programmatic belief-system directed at practical change
